Graduated in Naval Sciences from the Naval Academy in 1980 in Naval and Oceanic Engineering from the Polytechnic School of the University of São Paulo EPUSP in 1986. Leonam holds a Master’s degree in Naval and Ocean Engineering from EPUSP in 1990, a
Maste’s degree in Nuclear Engineering from the Institut National des Sciences et Techniques Nucléaires INSTN (University of Paris XI) in 1993 and a PhD in Naval and Ocean Engineering from EPUSP in 1999. He is a member of the National Academy of Engineering ANE since 2018.

A retired Brazilian Navy Captain, Leonam was CEO of Eletronuclear from 2017 to 2022 and Coordinator of Nuclear Propulsion Program at the Brazilian Navy Technological Center from 2001 to 2005. He is currently the coordinator of the Science and Technology Committee of
AMAZUL Technologies and Technical Director of the Brazilian Association for Nuclear Activities Development (ABDAN).

Leonam has also been a member of the Standing Advisory Group on Nuclear Energy (SAGNE) since 2010, and the International Nuclear Liability Expert Group INLEX since 2019, both of the International Atomic Energy Agency IAEA. He is a former member of the Board of Directors of World Nuclear Association (WNA) from 2016 to 2023 and President of the Latin American Section of the American Nuclear Society LAS/ANS from 2016 to 2017.
