Hubert K. Foy is a leading fire in the WMD international security field. He is a recipient of the 2023 OPCW-The Hague Award, a senior research scientist with expertise in Nuclear Security and Non-Proliferation, and a founding director of the African Centre for Science and International Security since 2012. In 2019, he was appointed to the U.S. National Academies’ ad hoc committee, contributing to the June 2021 technical report on Radioactive Sources: Applications and Alternative Technologies.

His consultancy work includes advising the African Commission on Nuclear Energy, the International Atomic Energy Agency (IAEA), the U.S. Department of Energy, and the UK’s Foreign, Commonwealth and Development Office on critical nuclear security issues in Africa.

Mr. Foy plays a vital role in advancing nuclear security through his editorial contributions, influential publications, and leadership in prominent international organizations. He serves on the editorial boards of the International Journal for Nuclear Security and the Royal United Services Institute Journal. His significant publications include a special report on Nuclear Energy in Ghana, “the 2020 NPT Review Conference: Action on Nuclear-Weapon-Free Zones”; and analyses on nuclear security featured in the Bulletin of Atomic Scientists.
Additionally, Foy holds leadership positions in the International Nuclear Security Forum and the IAEA International Nuclear Security Education Network.

Foy holds a Post Graduate Diploma in Artificial Intelligence and Machine Learning, a Master’s in Space Studies, a Master’s in International Policy Studies, Bachelor’s in Physics and Computer Science. His diverse experience encompasses managing a nuclear consulting firm in California, conducting research at NASA Goddard Space Flight Center in Maryland, and spearheading a disarmament verification course in Norway.
