Bio

Faris M. Badwan is a nuclear executive with decades of leadership across the commercial nuclear industry and the U.S. defense nuclear complex. His portfolio spans design engineering, operations and maintenance, nuclear safety management, regulatory affairs, quality assurance, safeguards and security, and conduct of operations. He has advised on and led the development, licensing, and recovery of high-hazard facilities, including the Waste Isolation Pilot Plant (WIPP) safety basis revisions following the underground fire and radiological release. Faris has directed multi-disciplinary engineering teams for major programs and has served as a senior licensing reviewer and technical advisor to both DOE and NRC-related efforts.

He brings this end-to-end expertise to ensure rigorous safety and security at DeepGEO’s nuclear projects.

Past Experience

  • Senior Technical Advisor / Senior Program Manager, TechSource, Inc. (2023): Leads teams of SMEs supporting Savannah River missions, including formal design reviews (CD-2/3) for the Surplus Plutonium Disposition Project and concept-to-prototype work for a spent-fuel canister inspection and remediation facility.
  • Site Engineering Manager, Mission Support & Testing Services (2022 – 2023): Built and led an agile, on-site multi-discipline design/field engineering organization supporting nuclear and non-nuclear projects, with responsibility for planning, budgeting, and forecasting.
  • Technical Advisor / Management Consultant, Green Powered Technology; Value Added Solutions; Edgewater Technical; Process QM (2017 – 2022): Advised USTDA on SMR proposals (siting, licensing, export controls, nonproliferation, economics); provided project management, safety basis, QA/NQA-1 and Commercial Grade Dedication support for WIPP’s Safety-Significant Confinement Ventilation System and site infrastructure.
  • Senior Technical Adviser, Regulatory Affairs, ISL Inc. / Numark Associates (2015 – 2017): Licensing reviewer for BNPP (Barakah) FSAR chapters; NRC support on reactor/ESP applications (AP1000, ESBWR, EPR), fuel-cycle and ISFSI licensing, and DBT/security order implementation.
  • Senior Technical Adviser, Los Alamos National Laboratory (1996 – 2017): Advisor to senior management on regulatory compliance, nuclear safety (10 CFR 830/835), QA, ES&H, export controls, safeguards/security, and engineering project delivery; led safety culture programs; supported CMRR/PEI upgrades, CGD, procurement, and readiness; accident-investigation and corrective-action leadership for WIPP events.
  • Senior Consultant, U.S. Department of Energy, Los Alamos Area Office (1995 – 1996): Developed Facility Technical Representative program and performance-based oversight methodology for plutonium facilities.
  • Engineering Manager, Systematic Evaluation Program, EG&G Rocky Flats (1991 – 1995): Managed 110+ personnel and $15M budget; SEP-style design/operational assessments for aging nuclear facilities; SAR/USQ/TSR compliance work.
  • Manager, Nuclear Safety & Regulatory Compliance, WasteChem Corporation (1989 – 1991): Licensing lead for LES centrifuge enrichment plant (One-Step Licensing); developed FSAR/ER; led Hanford Waste Vitrification Project nuclear safety program and PSAR.
  • Program Manager/Project Engineer, Southern California Edison, SONGS (1981 – 1989): Directed refueling-outage design changes, environmental qualification (10 CFR 50.49), Appendix R safe-shutdown analyses, 50.59 evaluations, and TMI-mandated upgrades; managed up to 300 personnel and $100M multi-year budgets.
  • Staff Consultant, Nuclear Engineering & Licensing, Quadrex Corporation (1979 – 1981): Supported GE Nuclear FSAR accident analyses (Grand Gulf, Susquehanna, Perry, Fukushima 1&2); FSAR updates (Monticello, Prairie Island).
